Emmanuel G Moutondo:
Emmanuel specializes in environmental law and policy, with proven experience in coordination and implementation of programmes and projects on natural resources management and governance. He is skilled in regulatory drafting, legal analysis, and policy review in African contexts. His expertise includes assessment of legal regimes on various aspects of sustainable development, institutional development, and governance at national and local level. He has a particular interest in the participation of local stakeholders in environmental management and biodiversity protection.
Dr. Moutondo is also interested in legal and policy harmonization (or the legal approximation theory and practice). His achievements include preparation of several framework laws on environmental protection of African countries and research on environmental impact assessment, on Communities of practice, on No net loss theory, on Protected areas effectiveness and on Wildlife law enforcement strategies.
He wrote or contributed to a number of publications, including the "Compendium of Judicial Decisions in the Field of the Environment", and the database of national "Ozone Depleting Substances (ODS) laws and regulations of African countries". He also contributed in the drafting and production of the "Explanatory Guide to the Cartagena Protocol" and is a frequent speaker and experienced facilitator at workshops.
His professional experience includes Task Manager (for the Francophone and Luzophone Segment of the UNEP/UNDP/World Bank PADELIA Project (which involved 13 African countries); Staff Lawyer (for 1 year) with the Foundation for International Environmental Law and Development(FIELD) in London, UK; Team Leader (for 7 months) with the EU-sponsored Law Enforcement Observatory Project to fight corruption in the Forest sector in Cameroon; Policy Advisor (for 3 years) with the USAID-sponsored STEWARD Programme in West Africa; and Technical Advisor to the Secretary General of the Mano River Union in Freetown Sierra Leone).
Emmanuel's academic training includes a Doctor of Science, Environmental Studies,Technische Universität Dresden, Germany, and an Associate's degree, Water Uses Planning and Management/Development, Ecole Internationale de Bordeaux, France.
